96 Seville - key fob broke and the other was lost. I bought a fob and tried to program it. It didn't work. Do I need to buy another fob and program them both or can I just program the one?

Second problem:
After the programming attempt failed -the tail lights and the led trunk lid lights stay on even when the ignition is off.
