Almost there.
I am confused as to why there were three voltage readings at the Rear IGN 1 relay on your April 9th test, but it probably doesn't matter because is a good thing that there is only voltage at circuits 1 and 3.
The ACCY test showed that there is not a complete break in circuit 3, but there is some resistance upstream. We know it is on circuit 3, but where exactly is it?
It is easy to get to C200 under the dash so check A13/C200 first. You will have to remove the knee bolster for access. The location drawing is sketch 154377. It is a 30 way connector under the dash near the steering wheel. It is the largest connector in the area so it isn't hard to find. The connector end view, sketch 655763, will show you the location of A13.
Check the ignition side of A13/C200 for voltage with the ignition on. If you have 12 V then the problem is at the connector or the wiring between the connector and the relay. Check the entire circuit between the connector and the relay with a fused 12 V jumper to circuit 3 at the body side of the connector and reading the voltage at Rear IGN 1 J2.
If you have 6 V at A13/C200 then the problem is on the ignition side of the connector. You will have to test B/C1 at the ignition switch. The C1 connector end view is sketch 12162229. Just do the same tests that you did at C200 to find out which side of the connector has the problem.
If the ignition switch tests out bad, there is a good instruction on how to replace it in the service manual.

C200 Connector
Removed knee bolster section which I assumed is the center section under the steering wheel. I have not taken the time yet to go to library to pull up diagram. I do see a large white connector under steering collar LH side which has 4 smaller connectors in the colors; black, white, orange & green. Is this the large connector C200? If so can you tell me which color connector and how to removed those connectors?

Ignition Switch Check
Had a challenging time trying to locate C200 connector plus it was not fun being upside down for too long. I checked every connector in the general area except one which was basically impossible to reach without tearing up the car more. So I decided to go right to the HORSE by removing my radio panel assy and just checking the ignition switch itself.
With Ignition switch connector C1 removed from Ignition switch, PIN A has 12Volts(HOT), PIN E ground read .9 ohms, PIN B read O volts. I reconnected the connector to the switch, turned the IGN SW to ON, and read 5.40 volts from PIN B (backside-poking). Double checked E2/C2 (J2) at rear fuse block IGN 1 RELAY and read the same voltage the ignition switch was putting out @ B-C1.
Ordered a IGNITION SWITCH....it's been long and quite a learning experience troubleshooting a auto electrical problem. You've been a BIG HELP....Thanks!

Replaced IGNITION SWITCH
Well, I'm very happy to say, I removed and replaced ignition switch and car starts normal once again!
Can you tell me how to get my dim lights working on my steering wheel switches? 3 out of 4 stoppped working...one on the left side & the two on the right side went dark? If it's a bulb problem how do you replace them?

I am glad your blinkers and airbags are working again. Good job on repairing the problem without replacing a lot of unnecessary parts.
I think you should post your dim light question on another thread. If someone else has the same problem, they won't have to wade thru all of the troubleshooting BS... I'll check in tomorrow and help where I can.

1994 Fleetwood
I have a 1994 Fleetwood with 55,000 mikes on it wife went to the store and the pass key fault light came on , and the car would not start . After I pushed the car back a few feet the car started up and I drove it home . Got home turned the car off and now she wont start again pass key fault light came back on . Had the car towed to a local shop and was told the ignition lock cylinder was bad. So he replaced the ignition lock cylinder, but this was not the problem as i know little about this and he seams to be stumped as what to do I am asking here I have read alot on the site about pass key fault problems but do not know were some of the relays you talk about are .
Such as..CCM,VATS system,ECM/CCM relay...
Any help would be helpful thanks
