2001 cadillac sts rear suspension LEVEL CONTROL EXHAUST VALVE CIRCUIT
 
After doing extensive research concerning my rear suspension problems, I have come to the conclusion that there is either poor connections at the Electronic Suspension Control (ESC) module or a short to voltage in the ALC exhaust solenoid control circuit. I need to know where I can find the electronic leveling control fuse.
BTW the DTC that led me to this conclusion is RSS C0662, but I am pretty sure I have already figured out the problem, just need help fixing it.

I found the connection to the the CVRSS (road sensing suspension) control module and from what I can gather the exhaust solenoid wire is #14 on connector C1. I checked the power going to this connector and the power is less than 1 volt and the repair manual said it should be no more than 10V, the original code is C0662 "circuit to the exhaust solenoid is low" so it makes sense that it would be less than 1V, but I checked the fuses and relays, they are all fine. so does this mean it is a wiring problem? or could it still be a problem with the CVRSS control module even though the power to it is low and not just the power coming out of it?
