looking at wiring problem should relate to left headlamp fuse, or fuse box. low beam relay feeds both headlamps. Head light switch actually bypasses fuse for left headlamp. It back feeds right one but right is getting powered up by relay that why its on. You should also check to make sure the correct bulbs are installed.
