"Twenty years ago Justice James McNally, a retiring appellate judge in New York, observed that it took nine to ten times as long to try a case as it had done when he first sat as a judge 25 years earlier. In the year 1900, the population of Manhattan was 1,900,000 and there were, to take care of malefactors, six felony judges. Today the population of the borough is reduced to 1,500,000 and there are 50 felony judges -- and they are behind in their work."
