1971 Deville a few basic questions.

Hello, I am new to Cadillacs and this forum. So hello to you all.
I'm in the middle of purchasing a 1971 Deville 4-door. One family owned since new. 53,000 miles most service records since new.

Question #1 It does NOT have the small indicator lights on top of the front fenders. Was that an option? There is no evidence that they were removed. Could it be because it in a Canadian vehicle? I've checked available option lists for the 1971 year and there is no mention about these small lights.
You can see that they are absent in the photo below.

Question #2 I think I will try to find a tire that has stiffer sidewalls. Any specific tire makes and models you might suggest? Any opinions if it would help overall stability? Or do you think it is even necessary?
Question #3 Should I run octane booster or is super gas good enough?
Question #4 Does the lead free gas of these days cause any problems. If so what is the correct thing to do to prevent problems.

Thanks for your help.
