Starting problem
 

I have a 94 Cadillac Seville I had some work done on it and the guy doing the work cut both of my fuel lines to replace the water pump housing. I fixed the two fuel lines but now my car won’t start. i've checked the fuses, I switched the relay with a known good one, I've tried measuring the fuel pressure and I got 0 psi I don’t know if it’s the fuel pump or something else is there something I missed.

There are a few possibilities. It would be easier to track down the problem with the electrical schematic and a multimeter.

Without the schematics you can check to see whether the problem is on the power side or control side of the fuel pump relay by pulling the relay and testing the terminals. There are four terminals. One should receive power from the fuel pump fuse. Diagonally opposite that conductor is the circuit to provide power to the fuel pump. If you jumper those terminals the fuel pump should run.

The other terminals are for the control side of the relay. One should have a good ground. Diagonally opposite the control ground conductor is the control power terminal. It is switched. I am not sure about your year, but in the 2000-2004 model years it is switched on by the PCM when the ignition is turned on and off by the PCM if there is not an ignition reference signal for two seconds.

OK, I removed the relay and there were four terminal like you said I used a fluke and got 12 volts on the control side and on the power side. I used a jumper wire to connect each set of terminals and I connected a pressure guage to the fuel pressure test connection I did not hear the pump start nor did the pressure guage needle move. Is there anything else I can do or does that mean my fuel pump is broken and needs to be replaced?

Yes, you can test the circuit to the fuel pump.

Disconnect the connector at the fuel pump and check for B+ voltage and a good ground at the vehicle side of the connector.

Use the ohm meter across the pump side of the connector. The needle should be somewhere between zero and infinite. If there is zero or infinite ohms, the pump is shorted out or the pump wire is shorted.

The newer model Sevilles have an access hatch under the carpet in the trunk - right front corner. I am not sure if they had it for your model year, but it is worth checking.

On my 94 Seville SLS My fuel tank is forward of the trunk on the left side of the car I removed the carpet in the trunk and could not find any access to the fuel tank. I think I'll have to lower the tank to get acces to the pump.

I got 0 ohms on the pump and 12 volt coming from the cable

There is an open on the circuit to the pump. The actual motor is probably good because a bad motor will be shorted out.

You can replace the pump or you can try locating the open to see if it can be fixed.
