rpm's sound higher than normal

:( I am about to buy a 2000 deville dts and while i was test driving it sounds like the engine is running at a higher rpm than it should for the speed im driving. i did some research and found out the VEHICLE SPEED CONTROL were recalled. it also says ...COULD PREVENT FULL CLOSING OF THE THROTTLE AND CAUSE A SMALL INCREASE IN ENGINE RPM IN DRIVE WITH THE BRAKE APPLIED. sounds like the problem but i heard the problem without applying the brakes, just trottle.

are any techs out there that have had experience with this before?
