no interior lights
 

98 deville. Ive got no interior lights or cig lighter power. Ive changed out the relay up front. Ive checked the fuses in the front and back. All ok. Took a test light to them also but had no power to several fuses in the front fuse panel. So apparently its not getting power to the fuses. Wher do I check next?
