FOB remote instructions

Can anyone tell me where I can find programming instructions for my 1999 STS key fob? I'd prefer not to take it to the dealer. They won't do it for free.

This site shows how to do it. I have the same issue, but I have a 2002 Deville. With the 2000 and older, it is required to go to a dealer or locksmith.
