Bizarre starting problem.
 
I have a 2001 Cadillac Deville that will not start unless it is assisted with a jump from another car. I have put in a new battery, no change. When it does start with a jump the engine runs fine. I do have some other things going on such as the service airbag light is on and I get the theft control flashing on the DIC. The odometer doesn't change and the tachometer doesn't register. I cannot get into the DIC to pull any codes, it just ignores any command. The AC controls don't respond to the settings. The AC may come on one time and the next time, nothing. I have pulled fuses trying to isolate a possible drawdown. I have checked all the grounds and I even changed the alternator as I know they can cause this type of problem. Without the jump the car just clicks rapidly when you turn on the key. Sometimes it keeps clicking for a few seconds after the key is turned off.

I am at my wits end now and I am hoping to get some advice from the knowledgeable members of the forum. Thank you!

Have you had a look at the starter solenoid unit??

"E Ghosts, or something close to that. in the STS section. the RIM failed. at that time i think the RIM was $150.00 ish and installed myself. slowroll was the one that suggested it... he's one of the best!!

first of all is it a new battery?
is the contact plate between the battery and cable are clean and not green
it seems that you may have high resistance in the system.
you may need to clean battery terminal power and grounds
and ensure that the contacts are tight
