2001 ETC Electrical Gremlins

Hoping someone out there can help me with an electrical problem with a very low mileage Eldorado ETC. 18.5K on a 2001 that up until 3 yrs ago was always garaged. Recently it has had to sit out covered.
The problem is it will lose all power for a second or so while driving. Here is a list of symptoms:
1. The power problem is preceded by the headlights flickering when the brakes are applied.
2. Both before and after the power problem the fog lamps and high beams will not work. The indicator on the dash says the HB are on though. I know the fogs are turned off and on dependent on the HB. Relay?
3. When power is lost all of the computer info gets reset except the oil life monitor. Also reset is the clock and temp settings.
4. If I stop and turn off the engine and then attempt to restart it, it will turnover but die for several tries. It will eventually start and the lights and info will work fine and at this point will perform with no problems for hundreds of miles or maybe several days.
5. Sitting and possibly damp weather seem to be the trigger to the problem. I think the issue is electro-mechanical as opposed to a computer glitch.
Any ideas on how I should proceed?

Same routine tonight. Brake causing the headlights to flicker. Would not stay running then completely dead. Battery at 3 volts.

Condition of battery and charging? Ground connections, Condition of positive battery cables an connections. One positive cable goes to electrical center under cover near drivers side strut tower. Battery would sometimes leak corroding cables

It looks like something failed internally in the battery. It was just replaced in December, so I took it back and got a new one. So far the car has been acting OK.
