1997 DeVille blower motor not working

Checked out the proceedure, here's what I found:

red lead at the plug [c?] 14.2 volts to engine ground

14.2 volts between red [c] and black [a?] -the 2 ends of the plug.

between the red and middle contact, I got14 Volts also.

zero volts between middlecontact and black end plug.

I turned the blower up to high on the dash, no change in the readings..

All tests done with the engine running, but cold. I didn't have time to let it warm up [does this matter?].

I have ordered a FSM but haven't received it yet.

The display on the dash appears normal, display changes appropriately with the buttons pressed.

Questions;
Did I perform the checks correctly?

Are there any other checks I can perform with a voltmeter?

I can borrow a Snap On MT 2500 scanner, would that help me narrow it down?

Before I buy a motor, I want to be sure I did the right checks andbuy the right parts. If I need a dash controller or something else, could you tell me how to check it?

Thanks
BF

now keep in mind on a cold start the blower motor does not initially kick on until the coolant temp reaches a certain point. unless you override by changing the fan speed
