1996 STS blower motor not running

Blower motor stopped running all of a sudden. Followed by a burned wiring smell in the cabin. It had been acting up for several weeks. Would shutoff, or slow down, and then start back up. I checked the fuses and circuit breakers by switching a few around. They seem ok. I am leaning toward a burned out blower motor. Any suggestions on how to test it in car? Could it be something else? Thanks for any suggestions.

blower motor generally refers to the electric fan motor for the HVAC.

I'm think you are on the right track.

I do a simply power and gound check at the motor with the a/c on. If you have both and the fan is not spinning well guess what. You need a new blower motor.

The new ones come with an extra heat shield to help them last longer.

Yes, simple power and ground check shows power to the fan motor. Of the 3 terminals, 1 had power, the other 2 did not. On the motor housing it reads "cut here for removal". What is that all about? I have not purchased a service manual yet, so I'm needing help with some of this research....thanks for your time.
