'95 Seville overheating

A friend of mine recently bought a 95 Seville at an auto auction. The car is in pretty good shape and runs decent for having 113k on the clock. Here's the problem though, it heats up to around 220-230 when driving down the highway and cools down to about 200-205 while driving in town. I've never heard of this. My guess is that either the radiator is clogged or the water pump is bad. If the water pump is going bad it would make sense why it cools down in town but can't move enough water to keep it cool on the highway. What are your thoughts? Thanks in advance for any help.

Low mileage 95 at auction runs hot....Have CO test on cooling system to see if head gasket is blown. If car passes, then try thermostat. When refilling watch how well coolant flows through radiator when thermostat opens, coolant should stream through core.
