2003 Seville no crank
 
I have checked all the fuses and relays. Start1 relay under hood does not activate and yes I have replaced it. I checked voltage on the postes that activate the relay and it is only about 9v in start position. Engine will crank but won't start if contacts on relay are shorted/closed.

It might start if these pins are closed but it is -30 out today. Biggest concern is that the electrical at relay and thus starter do not work.

Also getiing some codes from computer. I'm not sure if related:
U1000 & U 1255 "class 2 communications error"
U1016 "Loss communication with pcm"

And a few others that I have always had like windows position circuit, Air temp circuit...

Any ideas please...

Need more clues. How old is the battery? Is the battery fully charged? have you tried your other key to rule out the VATS anti theft circuit?

U1016 loss of communication with PCM is a good place to start looking. Check grounds. Do you have access to a manual and/ or scanner?

Battery is almost new. I have checked this.
Also have tried other keys... no security lights indicating problem.
No manual yet and no acess to scanner other than cheap obdII.
Anybody know if haynes manual would have diagnostic procedures.

I am suspecting neutral/park saftey switch. Not sure where it is located or how it operated (analog or digital).

It is -34c right now. My semi heated garage is taken up by a 1969 fairlane that is begging a budget restoration.

prndl will set code. You will need a professional type manual (FSM) or to scribe to alldata.com to deal with this and any future electrical concerns. This car is light years ahead of your Ford. What the old and simple cars can deal with, the newer advanced cars can have trouble with.

I re-read your original post; you have only 9.0v at relay? What voltage are reading at the different fuse boxes in the car? 9.0v is not good, you are losing voltage somewhere.
