89 Fleetwood ABS not working

Hey guys, I was wondering if someone could help me out. My Dad has a 89 Fleetwood FWD 4.5L. Just to let you guys know my knowledge on ABS and Cadillac is limited (I own a saturn sedan lol).

The ABS light has come on and the brakes are stopping the car but require a lot of pressure and in some cases wont even stop the car. Everything before the light was working in good condition and now its sitting.

We aren't really sure where to begin outside of bleeding and brake pads, but on closer examination near the master cylinder we are hearing a motor that basically wont turn off till you disconnect the battery. Is it possible there is some sort of relay that needs replacing?

Would appreciate any help!
Thanks

If the petal is hard to push could mean you have lost the assist... Your power booster could have sprung a leak, if it did you will need a power booster..it could be a leak in the hose going to it.. Don't know if that will turn on the ABS light..
