1991 License Plate trim part?

my Dad has a 1991 Brougham, and the part in the photos has started to fall apart. The car is mint other than this piece. Can anyone tell me where to get a new part, or even what the part number or name is? I’ve been hunting around for a few days with no success. Thank you,
