Default Retained Accessory Power problem

I bought a used 2002 Escalade base model and have had a few things I have had to fix, or still have to fix but overall it is a great vehicle. The problem I am having right now is that the retained accessory power doesn't work. I have checked the fuses inside the vehicle and under the dash and they are fine. I replaced the RAP relay and that didn't help either.

My cruise doesn't work right now either, but I have chalked that up to the fact that I have to replace or repair my EBCM. My ABS and Service Stability lights are on right now. The RAP wouldn't run through the EBCM would it?

I would really like to get my RAP working again. In the next couple of months I will be replacing the EBCM, but until then I would like to get the RAP working.

the ebcm and the rap aren't related. do the dome lights work? There maybe a code stored, but you will need a gm scanner to see.

The dome light works fine, so do the delayed headlight shutoff. The only two things I can't get to work are the rap and cruise control.

The cruise still isn't working, but I am chalking that up to the ABS module needing replaced. Would that also cause a problem with the RAP as well?
