2003 cts changed the timing belt both coil packs and both the cam and the crankshaft sensor and the car still turns over but wont crank the car was out of time when i changed the belt could i have put it back with a 180 out of time?

Is it just cranking or is there a popping sound like it might be detonating in the lower end? With out knowing exactly how you changed the belt, I would say yes you could have it 180* out. Did you pull the valve covers to make sure of what stroke you were on?
