Fuse used not breaker.

Default Fuse used not breaker.

I now own a beautiful 1990 Coupe Deville. This weekend after the car would not shut off. I come to find a 30 amp fuse in the fuse box which should of been a 30 amp breaker. The car had a remote keyless entry system install on it prior. Niether key farbs worked to turn the car off. I ended up disconnecting the negative battery terminal to shut the car off. After replacing the fuse, then realizing it should be a breaker. The car still will not shut off. When I remove the breaker the car will shut off when I turn the key off and removing it from the column. I have read the manual for what is operats on that breaker which my model doesn't have most of those optoons. The power seats work, the deforger seems to work. What baffels me is why the car will shut off without the breaker in place?
