I just bought a Cad Eldo 1996 and horn doesn't work.
Suspect horn contacts under the steering wheel bezel.
Has anyone removed this bezel? Do I need to disconnect
the battery neg terminal? Any dander in steering wheel safety bag exploding?
I need your advice.

Reminator, I've read your posts, it's like you had a bad divorce or something. I hope you can come to deal with your issues around the Eldorado. Try and let go, it was only a car.

I'd try from the other end. Jumper the horns directly to the battery, that way you can see (hear) whether the horns work; Then, try locating the horn relay (if modern cars still have horn relays) and do the jumpering from there. If all that works, then the steering column is next, and that requires disabling the S.I.R.

you suspect contacts in wheel?  WHY?

one more option?

disconnet horn and connect a voltmeter to the wire terminals,
make sure ignition is on, just in case it is only working in that mode.

see if you have voltage by pressing the beep the horn button/pad. 
if you got voltage, remove horn and test on bench,
if no voltage, check relay (if any),
then work backwards towards steering wheel.

then i be reading a schematic to see what wires come out of stering column
that activate the horn and i be splicing a meter there to test,  long before
i mess with the steering wheel.
if it be me, messing with steering wheel, would be the very last thing i do.

you did check all fuses, right?

as to the airbag?
the danger is always there that it will go off unless you know what you
are doing if you try removing it.  the day i decide to mess with one of those
gismos, i'm gone be reading for two days as to the HOW to survive an airbag attack. ...
