I have just inherited my mom's '89 El Dorado Biarritz, with 35,000 miles on it. It's in great shape, but needs new hubcaps. I have a source for the hubcaps, but is there a way to lock them to prevent theft?

docphil......1st are the hub-caps original equipment? or after market caps that will fit.....usually the source will answer that question......if they are aft mkt..... oh welcome to the Forum........ did you go to Member introduction??  check it out..... also go to Off Topic, be counted in Cadillac Demographics.....    again welcome

Most OEM would come with locks for that car, especially the wire wheel covers.

Factory wire wheel covers all had locks since the early 80s. It consisted of a cone that was held on by 3 of the lug nuts it could have either a stud or nut at the top and a locking screw or nut depending on cone.Center cap covered lock.If you a missing locking part  try to find complete set: covers,locks, and cones.Car should have 15" wheels and 89 - 95 fwd covers should work.NOTE : cones are not universal so, the correct cover is somewhat important,and on some model the the lock is the only thing that holds the cover on the wheel.Also the wire wheels covers of the 80s tended to squeak while driving which can requires some tweaking to get rid of the noise.
