Default Air Ride Questions: 98 Deville

I replaced the rear air shocks with Arnott shocks. Seemed to be ok till I got 3 people in the back and the thing practically drags the ground. The compressor comes on and goes off like it thinks it's at the correct ride height. I adjusted the Electronic Leveling Control sensor to it's highest setting. I measure and it rides at all different heights.
No idea how to check to see if I need new compressor or ELC sensor. Or how to see if it's neither and if there's a leak somewhere. It will settle to a lower height overnight. Maybe I'm just in over my head. Thanks for any help.
