RE: DEAD HORN - 1988 Brougham
The first thing that comes to mine is the fuse. The owner's manual should have a diagram and directyou to the fuse. You can fix this one yourself.
Next is to check the connections on the horn under hood.
Lastly the cancelling cam for the turn signals has the wire for the horn running through it to the centre pad on the steering wheel. If the cam becomes broken and it is not uncommon on a 20 yesr old car, it can affect horn operation. This one needs the steering wheel pulled. It's not hard but you need a special tool, mine was bought years ago for $6 but today it is a $50 plus tool. Best to get your local garage to pull the wheel and check.
