1995 4.9l deville whining
Car sounds like it has a badly worn power steering pump, I replaced it and the noise is the same. No difference whatever. The whine does follow engine rpm and seems to change slightly when turning, though only VERY slightly. I'm kinda thinking it could be the water pump, any thoughts on this? The car has 140k miles on it, runs smooth, only replaced parts are the PS pump, and starter.

Prolly the idler pulley bearing for the serpentine belt....or it may still be the PS pump, even tho you replaced it. It sometimes takes a few days of driving to get all of the air out of the PS system.
Try to pinpoint where the noise if coming from with a stethoscope/long screwdriver, as Slowroll suggests, and see if you can narrow down the location.

didn't think of the idler pully, the pump was changed over a year ago, had plenty of driving since then. I'm only fixing the issue now because I want to sell it since I bought a 77 Deville with 58k on it in near mint condition.

I just read this post. I had the same problem. Replaced my water pump 4 yrs ago and again just last month. Belts still squeeled even after water pump pulley was changed at the same time as water pump. Replaced the other two pulleys as the tension was replaced two years ago. squeel gone. Car had original plastic pulleys on it(184,000 Miles).That's probably why water pump didn't last too long(only about 25000 miles).

i actually still have the car, only drive it around the block once in a while. The water pump is now ticking something terrible, i just run it for a few minutes a month to keep the seals and stuff from going bad from sitting. at some point im going to have to replace the water pump, how bad of a job is that?
On the 77 i ended up losing the trans pan gasket, other then that, it's been great.

Fixed it, two things were wrong. First when I removed the pulley for the water pump, there was a cord wrapped around it from an old serpentine belt, that was making the ticking sound. Second, the A/C compressor clutch bearings were shot, so I put a shorter belt on (63 inches) and just did not put it on the A/C compressor. Problem solved. I am going to have to keep an eye out for a new A/C compressor cheap and change it, though I don't know if it's got leaking hoses or something, going to have to check it somehow. Still runs great, even on 3 year old fuel.
