Northstar Engine Overheat.

Northstar Engine Overheat.
I have a 1996 Cadillac Seville STS.
The engine overheats constantly.
While driving the car on the highway, temp stays around the middle mark. But when in city driving(stop and go) the temp gauge goes up quite rapidly causing an overheat.
Thermostat is good.
Did a full radiator flush.
The cooling fans however, do not work when running. I hardwired them to the battery and they work fine.
There is also a possibility that the head gaskets may be bad or i have a cracked head.
The previous owner did not know how to maintain a car of this stature.
Please help.
