Hello everyone, new to the Forum, question about a wire.

Looking over the engine, I noticed what looked like a missing wire,
it is crimped and behind a bolt. I am wondering what the wire is
called, and where does it go to? Looking to replace it. Please see
the enclosed photos. Thank you for looking, your advice and time!
