The heat is not working and the Blower is not working, but the blend doors move. One lead to the blower is hot all the time even with the ignition off. Does anybody have a diagnostic list of procedures for this problem?

im a new member and im not sure how to do this, but i need to ask someone i bought a 2000 deville, i put a new battery in the car and it automaticly started, now when i start my car it hesitates to start i have to give it gas to start? also when i start my car all of my lights flash inside and out of the car until i turn the headlights on, then it stops. so i mean idont know if its a remote start thing, or a security thing or what, thanks
