does it matter if you toruqe the wheellug-nuts while the car is lifted off the ground? or you supposed to torque them when you set the car down?

I believe the reason we didn't torque untill car was on the ground was to prevent the car and the jack moving in that direction. Basically a safety issue. I do not have a 1989 Fleetwood manual. But I did look at my 1989 Eldorado/seville book and that says 100Ft-lbs. Chances are they are not different but I would just double check a manual for your vehicleto make sure if it possiblyis a lower torque requirement unless you already know your torque spec needed.
