Water in L curb light??

I have water in L curb ligh on my 01 deville limo,,,I have seen a few sedans with same,,,Whats up? Is there a way to stop this?

I have heard that some folks drill tiny drain holes in the bottom of the assembly.That is a solution I would think long and hard about though. Either the seal is gone or you have a crack letting the water in.
