"Starting Disabled" 2002 DTS

I lost the most recent key I had made for my car and when I use the original key to try to start the car, I get a message "starting disabled" The car has been sitting for a while and was wondering if a bad fuse or relay could cause this error message. It is a 2002 Deville DTS, Any help would be greatly appreciated.
