E-brake Cable?

My e-brake cable was hanging down really low near the ground.  I noticed it a few days ago after some of the snow around here melted.  Anyway, the e-brake works fine, and I used some zip-ties to get it to stop hanging so low.  Should the e-brake cable be out in the open like this, or is it supposed to be tucked up away.  Its a 96 deville.
