96 Deville won't start

My 96 Deville won't start. It gave the message that the battery had a low charge, changed out the battery and still got the message but the car would start. Drove for a few days then it died on me at the gas station and wouldn't start. No clicking noises or anything. Dome lights work, dash lights worked, just wouldn't start. We replaced the voltage regulator pigtail (it was broken), replaced the battery (again), and once again dome lights come on, key in ignition warning beeps very softly, only dash lights coming on are the gear (P R N D) but once I turn the key those lights go off as well. Still no noises, just won't start. Fuse or alternator? Anyone know?

probably the VATS system...broken wire in the ignition key cylinder

My 95 Deville w/4.9 liter pushrod V8 did the same thing. It was towed to the dealer 7 times over a year. Sometimes, it would start a short time later, and sometimes not for 3 days. No one could ever figure it out. I traded it for a new DHS in '00 which has never had this problem.
